Unable to turn Duo request off

Under Gitlab-ee v18.4.0 self hosted. As a education institution we are issued a GitLab Legacy license this means we can't use GitLab Duo. Thus Gitlab duo is turned off.

Under v18.4.0 if logged in under an administrator it ask to turn Duo Core on. Which you can't do. Worse is any user logging into GitLab now has a request Duo Core box. If they request it. It say's it's now enabled but as there is no subscription it fails.

If Due Core is switched off by admin, no request Duo Core boxes should show for any user.
