Finalize CleanupTerminatedBulkImportConfigs background migration

A batched background migration to clean up terminated bulk import configs was added in 18.4

This needs to be finalized in 18.6 as per the finalization guidelines: https://docs.gitlab.com/development/database/batched_background_migrations/#finalize-a-batched-background-migration
