Allow granting agent user access to the entire instance

Proposal

Implement the same behaviour for user_access that currently exists for ci_access: the instance: {} option can be used for instance-wide authorization if the organization_cluster_agent_authorization_enabled application setting is enabled.

The instance config option is already supported in the agent project, we need to add the corresponding Rails changes.
