Replace create registry and add upstream buttons with text when limits are reached

Based on the GitLab UX pattern for handling limits, buttons should be disabled with explanatory tooltips when users reach limits.

Expected Behavior

These buttons should be hidden:

1. Expose a message to explain why a feature is not available.
2. Replace the button with copy to explain the state.

Implementation Requirements

Create Registry Button

• Replace button with Maximum number of registries reached text.

The button exists in two pages, one on the virtual registries landing page & another in the maven virtual registries and upstreams page.

Add Upstream Button

• Replace button with Maximum number of upstreams reached text.
