Codestral 25.08 for Duo Code Completion

Main goal

Improve the quality of the code completion feature by supporting the Codestral 25.08 model.

Proposal

• Introduce Codestral 25.08 hosted by Fireworks as a selectable but not default code completion model for ~2 weeks
• Before the end of 18.5, set Codestral 25.08 as the default code completion model
• We will also need to coordinate with Fireworks so we have sufficient capacity across both models, while Self-Managed customers update to 18.5 and later
