Feature Proposal: Pre-install additional Visual Studio 2022 build tools on Windows shared Runners

Proposal

Currently, Windows-based shared runners do not have the following Visual Studio 2022 build tools pre-installed. This requires ~50 minutes to install the required tools on a saas-windows-medium-amd64 instance.

This issue proposes to pre-install Visual Studio 2022 build tools with the following components on Windows shared runners:

• Microsoft.VisualStudio.Workload.ManagedDesktop
• Microsoft.VisualStudio.Workload.NetFramework
• Microsoft.VisualStudio.Component.Web
• Microsoft.VisualStudio.Component.WebApplicationBuildTools
• Microsoft.VisualStudio.Component.WCF
