Problem to solve

Some feature notification banners, like the TeraformNotification banner, can be presented in contexts where they may not be useful to users. If a customer doesn't use GitLab Managed Terraform States then the ability to disable the banner would be useful

Proposal

Implement the ability to disable notification banners at the namespace level, allowing administrators to manage banner visibility across all projects within a namespace
