Add "share with group lock" event on subgroups when this is disable on parent group

Audit need

When the prevent a project from being shared with groups setting is enabled, it is accurately reflected in the group audit events with "Changed share with group lock from false to true."

However, this change also applies to all subgroups, yet there are no audit events indicating this change on the subgroups.

Proposal

Add the "Changed share with group lock from false to true" event to the subgroups' audit logs. If possible, indicate the parent group from which this change was initiated.

Streaming-only event or normal event?

To be determined.
