Create alerts for OAuth endpoint error spikes

As a corrective action from https://gitlab.com/gitlab-com/gl-infra/production/-/issues/20406, the 401/400 errors were not automatically noticed. For groupauthentication we can setup an alert when there is a spike in errors across OAuth endpoints /refresh, /authorize etc such that these can be investigation prior to customer reports.
