Cannot permanently delete subgroup with project

Steps to reproduce:

1. Create a subgroup
2. Create a project under the subgroup
3. Mark the subgroup for deletion
4. Permanently delete the subgroup

Expected outcome: Group and project are deleted.

Actual outcome: Group is still there and marked for deletion.

json.exception.message Project <#> can't be deleted

json.exception.class Groups::DestroyService::DestroyError
