Show external links from artifacts:reports:annotations collected and shown together in merge requests

Currently, adding simple links to be shown next to pipeline results in MRs is tricky.

• There are requests for this feature on SO.
• There are workarounds by using dynamic environments, but then those environments pile up.
• There are related issues which could help here:

But maybe the easiest would be to slightly extend the artifacts:reports:annotations feature. Currently those external links are shown only when in the job view, but they could also be collected and shown together in related merge requests?
