Move and update delete button style on edit upstream page

Context

Update the placement and style of the Delete upstream button on the Edit Upstream page to keep visual consistency with other GitLab forms.

Proposal

• Move the button: Position it below the form, aligned to the right
• Change the button style: Update from tertiary to secondary
