Vertical alignment issue in MR view

Problem

The distance between pop-over and trigger element is too much.

Introduce 4px between pop-over-arrow and trigger element

original description:

This is tickling my eyes a bit: there are some icons that are not aligned correctly in the MR view.

For example, in gitlab-org/security-products/sast!74 (merged)

• right icons are 1px too low (I know, the icons are not the same)

• right tooltip is 1px too high. (refs https://gitlab.com/gitlab-org/gitlab-ee/issues/4464)

The combination of the 2 makes the page a bit unweighted. It's probably only me, if it's the case, feel free the close this issue.
