Disable ALL forms of advertismenents in self-hosted Gitlab CE free

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Adding an issue here as I have not been able to locate any appropriate setting or documentation to solve the problem, nor any previous issue. (Although I have found some quite opposite issues here, for instance #502547 dealing with making the problem worse).

The main problem we have is that our Gitlab CE install with tier Free, keeps showing different types of advertisements, ads, pop-ups, and for "features" behind pay-walls which we have no interest in on our self hosted Gitlab CI install (for instance things only available by upgrading to Gitlab Ultimate, Gitlab DUO, or changing from the Free tier in any way).

There is a Gitlab setting to change the behavior in the "What's new" from listing things other than our current tier, which has been set as soon as this setting became available. Some similar general setting to block all future advertisements seems to be missing.

Below here is an attachment showing the latest example of this obnoxious and intrusive which showed up recently in our Gitlab CE Free when viewing an issue. (I have intentionally cropped the image slightly in order not to show any other avatars of other participants in the issue).
