Description
A Premium customer (https://gitlab.my.salesforce.com/00161000013ZvZ0) is adopting the new GitLab CI integration with Github. They have the following request:
It is the person making the commit on Github, who should also be getting a notification about Pipelines (if the Github user can be matched to a GitLab user).
