Incorrect success toast when confidentiality can't be enabled

Summary

When a user attempts to make a work item confidential the success toast appears even when it fails.

Steps to reproduce

  1. Create an issue with a non-confidential task
  2. Attempt to make the issue confidential
  3. An error should appear noting that the item couldn't be made confidential, however the toast also appears
