Create table to store ci_builds_metadata downstream_errors

Problem

When we fail to create a downstream pipeline from a bridge job we store the error messages fro the users in the metadata model. We plan to remove this model, so we need to store them somewhere else.

Proposal

Introduce a new model, similar to pipeline messages to store the data.
