[SPIKE]: Investigate disabling policy setting enforcement in warn mode

Proposal

What is the goal of this spike?

To investigate how much work it would be to disable MRAP settings in warn mode

Scope/MVC

• investigate how to disable MR policy settings when in warn mode
  • Prevent pushing/force pushing
  • Prevent approval by merge request author
  • Prevent approval by commit author
  • Remove all approvals with new commit
  • Require user re-authentication (password or SAML) to approve
  • Prevent branch modification
  • Prevent group branch modification
• Answer the following questions regarding creating the remaining issues for this epic
  • Disabling MRAP settings in warn mode (should there be an issue for each setting? Or can it be done in one issue?)
