Create the bucket config for SQL Traffic Replay

Context

To store the DB captured traffic, we need to have the GPC bucket properly configured for GitLab

Deliverables

• Add bucket configuration to GitLab - Adds GCS bucket connector for SQL traffic replay (!202140 - merged)
• Add bucket configuration to Charts - Adds database traffic capture config to charts (gitlab-org/charts/gitlab!4521 - merged)
• Work with SRE to create the bucket credentials and get them configured for gstg - https://ops.gitlab.net/gitlab-com/gl-infra/config-mgmt/-/merge_requests/11923
• Work with SRE to create the bucket credentials and get them configured for gprd-cny and gprd - https://ops.gitlab.net/gitlab-com/gl-infra/config-mgmt/-/merge_requests/12262
