Notification configuration not applied

Hi, we have problem getting the desired notification configuration. Only 'all' or 'nothing' is working.

Desired configuration: Get notification for configured actions (regardless by whom they were caused)

The user configured the "Global notification level" (as custom) to the following (and set "global" as notification config for all projects/groups)

Now the problem:
If the "Receive notifications about your own activity" is disabled, user gets no notification for any action he does.
If the "Receive notifications about your own activity" is enabled, user gets notification for every action - even if it is disabled in the notification configuration.
