New pipeline page allows running a new pipeline before this action can be executed successfully

Using the new pipeline page has become a source of frustration to all our users because it unpredictably fails and gives no feedback, Edit: OR it succeeds but says that it fails.
It seems to have the following main problems:
- If you try to select a branch "too soon" (how soon, we don't know) before it is "ready", it will fail late with a red error "Pipeline cannot be run" and no further explanation.
- If you click New pipeline "too soon" after selecting a branch, it will fail.
- After you click New pipeline there is exactly zero feedback on what is happening. After "a while" it will reload the page to show the new pipeline. Edit
- Sometimes, it actually does create the new pipeline, but says the "Pipeline cannot be run" error.
The combination of these things, means that it is quite the lottery whether we will be successful in using this page. More experienced users know to wait a while after each step, but even then we sometimes get failures.
In this example, I think I did item 2, selected a branch and then clicked New Pipeline too soon.
