Runbooks and related log queries created in runbooks - Secrets Manager for Dedicated

As part of the runbook creation in #554040 (closed), we need to ensure that we have log queries (in OpenStack/Kibana) for finding logs from OpenBao on Dedicated and triaging their severity &c. There should be existing prior art around this for other services running on Dedicated.
Some things to look at:
- Whether the node is unsealed
- Whether the node is active
- Various errors or greater in a given time window
