Restrict issues settings page access to root groups only

Problem

Currently, the issues settings page is accessible for both root groups and subgroups. This creates inconsistency as this functionality should only be available at the root group level.

Note: This issue only occurs when accessing the URL directly. The settings menu already correctly handles root group checks here.

Proposed Solution

Restrict the issues settings page access to root groups only.
