Implement audit events for when policy pipelines were expected to run but did not

Generate an audit event when pipeline execution or scan execution policy pipelines or jobs do not run when they are expected to run.

use cases:

• Pipelines are disabled
• Reference not found

In both cases, it seems that we don't create a pipeline. I believe we would need to manually trigger the audit event in these cases. I would suggest removing this use case from issue #539232 (closed) and creating a new issue for this case.
