Epics autocomplete label

• Autocomplete for labels should work when you type in the epic description and when you type an epic comment.
• It should work in the same way as issue/mr description and comments. But now the scope of what shows up is different.
• In particular, search in current group and ancestor groups to find group labels in those groups only.
