Add project settings button to compliance center

Problem to solve

The compliance center's failed status check items currently only provide a single button that redirects users to documentation pages. Users who want to configure compliance enforcement must read the documentation and then manually navigate to their project settings to actually resolve the issue. This creates unnecessary friction in the remediation workflow.

Proposal

Add a second button for compliance checks that have corresponding project settings pages. This would create a two button approach:

1. Existing button = Continue linking to documentation (for users who need context)
2. New button = Direct link to the relevant project settings page (for users who want to immediately fix the issue)

This approach provides both educational resources and quick remediation paths without removing existing functionality.
