[Duo Settings] Remove redirect banner from SaaS Group level Usage Quotas page

Problem

There is still a Redirect banner on the SaaS Group level Usage Quotas page. Since it has been almost a year, it should be time to remove the placeholder banner as it is no longer necessary.

Solution

Remove the Redirect banner since it is no longer necessary and has passed the need for still being a placeholder.
