Geo: Pack refs after a git fetch

Follow up to https://gitlab.com/gitlab-org/gitlab-ee/issues/5181 that will help for projects that have already been fetched.

We should periodically pack the refs after a fetch. We may want to do this after every fetch or periodically as HousekeepingService does.
