Work item sidebar cutoff in drawer view

Problem

When a work item is open in a drawer, and the sidebar exceeds the page height, the bottom 40px or so of the sidebar is not accessible. Today this impacts the participants widget as this is the bottom widget in all cases (as a result marking severity4)

This does not appear to impact full page view.
