Docs: New Issue via URL with Prefilled Values lists incorrect behavior.

Problem to solve

This documentation claims that a URL like this, https://gitlab.com/gitlab-org/gitlab/-/issues/new?description_template=interlock_template&issue%5Bdescription%5D=hello%20world, will append "hello world" to the end of the issue template.

This behavior was changed in !192654 (merged) and discussed in this comment !192654 (comment 2527973571) to now have the issue[description] parameter override the template content.

Proposal

I would prefer the previous behavior, but we should at least update the documentation to reflect current behavior that it warns the user the template will override the string from the parameter.
