Implement scoped slots for tooltips in GlBarChart

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Add support for customizable tooltip slots to the GlBarChart component to allow users to customize tooltip appearance and content while maintaining access to both GitLab UI's underlying tooltip data and the bar chart's processed data. The following scoped slots should be added:

  • tooltip-title
  • tooltip-value
  • tooltip-content
