Fix WraparoundAutovacuum to check all the partitions of a partitioned table

This is a follow-up issue for discussion at !199292 (comment 2663376578), WraparoundAutovacuum only checks the tables under public schema, we need to fix this to be able to check the partitions of a partitioned table in other schemas, e.g. gitlab_partitions_dynamic.
