Modify fix pipeline flow to accept pipeline URL as goal

The Rails button for fix_pipeline passes the pipeline_url as the goal. Allow the flow to receive a pipeline_url as well.

This will require adding new functionality to the tools, which currently only grab failing logs via merge request URL.
