Create UI note about partial scans and strategy depends

Follow-up to: #513326 (comment 2655627055)

When security reports for child-pipelines are introduced, it'll cause the linked issue to show partial scans. (When the parent pipeline is complete, but the child pipeline is still in progress with security scans).

We should improve the documentation and show an UI note that customers should be using strategy: :depend or strategy: :mirror if they want complete results all at the same time.

Also maybe double check with schmil.monderer the current status of that linked issue and if there's any changes for that
