Unquarantine the ee/spec/models/hooks/group_hook_spec.rb and spec/models/hooks/project_hook_spec.rb spec files

Context

Those test files were quarantined in Quarantine flaky test files (!186581 - merged), and would need to be unquarantined, as they are currently not run in CI. This creates potential test gaps that could create customer-facing bugs.

Goal

Unquarantine those two test files, by implementing one of the solutions discussed in Fix test, and ensure the test description doesn... (!186589 - closed).
