Advanced Search: Add new application setting for code scope

Background

We want to allow disabling the code scope in Advanced Search. This is an issue to add a new application setting to the elasticsearch JSONB column.

Proposal

We should add elasticsearch_code_scope (or similar) to the JSONB column. Default true.

No UI needed as part of this issue.
