Creating suggestions on existing comments or in a reply only selects the last line

Description

When creating a new review comment on a line in the "Diff" tab, the lines in the suggestion match the lines selected in the code. However, when I forget to add the suggestion, save the command and try to add it later by either editing the already submitted command or by creating a reply to it, the suggestion is prefilled only with the last line.
