Expose status in issue board list REST API

Currently, it is not possible to create issue board lists based on their status through the REST API, while this is possible in the UI. In our usecase, we manage issue board through Terraform, so we would like to see this feature exposed in the REST API - the statuses are a great addition to our workflow otherwise!
