Adjust SBOM ingestion process to create the sbom_occurrence_ref for new sbom occurrence records

Once the sbom_occurrence_refs table has been established and populated with the default branches of projects by default, we should be able to start associating sbom_occurrence records with the associated branch of the pipeline that was executed in the sbom ingestion process.
