Hide work item status feature for EE user namespaces

Problem

Configurable work item statuses are only supported for Ultimate and Premium plans in group and project namespaces. They are not available for user namespaces.

Currently, the legacy issue board list dialogue offers a status list to be created. Also, the status option is available in the filter bar.

The issue only applies to user namespaces on Ultimate/Premium/Gold plans.

Proposal

Ensure the feature is properly hidden and inaccessible in user namespaces.
