Follow-up from "Implement external validation during pipeline creation"

The following discussion from !21134 (merged) should be addressed:

• @matteeyah I believe that we should somewhere put a description for external_validation_failure failure reason of pipeline, as a user-facing message. Can you find a place for it? We do something like that today for ci_builds.failure_reason.
