Handle namespace_id in the frontend, disabling CSP Frameworks from being edited if they have a different namespace_id

Background

We're introducing the ability to designate a group as the Compliance and Security Policy (CSP) group. Frameworks and policies created in this group can be enforced across all top-level groups in the instance.

Acceptance Criteria

• Disable editing of frameworks if the namespace is different from the current group namespace.
• Show that the CSP Group is from the CSP in the main framework landing.
