Allow CSP Frameworks to be assigned to projects by other root groups

Background

We're introducing the ability to designate a group as the Compliance and Security Policy (CSP) group. Frameworks and policies created in this group can be enforced across all top-level groups in the instance.

Implementation

Allow frameworks created at CSP level to be assigned by other root level groups to their projects.

Acceptance Criteria

• All frameworks, including the CSP Group's frameworks, are able to be assigned to projects and then enforced correctly.
