Audit Logs removed when associated project/group is removed

Proposal

GitLab currently provides administrators and developers the audit logs features to use to carry out investigations on past user actions.

The problem comes in when a particular project or group has been deleted and removed from disk. We found that the audit logs (associated to the project/group) prior to the deletion action is also removed along with the project / group being deleted.

This removes any visibility as to what occurred prior to the deletion.

It would be helpful to retain user activity for deleted projects and groups for such investigations.
