Allow self_rotate scope for PAT creation for current user REST API endpoint

The Create a Personal Access Token for Current User endpoint only allows the k8s_proxy scope. However, it would be great to also allow the self_rotate scope so that these tokens can be rotated.

This would allow the CLI to better manage these tokens on behalf of the user.
