[Rails]Update the secret permission endpoint to return User(GrantedBy) and Principal(User/Group/Role) Details

Currently we pass only the user id and project id in the secret permission graphQl response. Update the endpoint to return the details needed for the frontend. More info !196970 (comment 2611431800)
