Cleanup package_registry_audit_events FF

Context

We implemented Add the Package Registry to the list of audited... (#329588 - closed) behind the package_registry_audit_events feature flag. The FF has been globally enabled in gitlab.com in 17.10 without issues.

In this issue, we clean up the FF and release the feature.
