Add link to documentation in status management view

As suggested by @msedlakjakubowski in Slack

As I tested this, I thought we could add a help link to the top of the editing view to this page? Without some help, the categories and Open/Closed/Duplicate defaults might be unclear.

We could use the same pattern we use for custom fields.
