Ensure generate_issue_description UP has 1:1 service mapping

We need to ensure that generate_issue_description has the service with the same name to proceed with the AiGateway.headers() refactor. For now, we only have generate_description (in yml config). To introduce a service with generate_issue_description, we need to exclude it from IGNORE_UNIT_PRIMITIVES list in CC library.

We shouldn't release a new library version until 18.2 is released to safety.
