Add filtering by 'is one of' to issues and work items

Currently, issues and work items can only be filtered by a single status.

Allow filtering by is one of as per the design: #383125[Filters.png].

Filtering on issue boards will be handled via Add filtering by 'is one of' to issue boards (#539370).
